Tuition Benefits Statewide Targeted Tuition Program

Heating, Ventilation, and Air Conditioning

The Statewide Targeted Tuition Program for Heating, Ventilation, and Air Conditioning (HVAC) is for CSEA-represented NYS Employees seeking a Plant Utilities Assistant (PUA) or a Plant Utilities Engineer (PUE) position.

This program provides additional tuition assistance, up to two extra benefits per program year, to CSEA-represented NYS employees who are either: 

  • Enrolled (formally enrolled) in a bachelor’s degree program in Facilities Engineering, or Mechanical Engineering, or Electrical Engineering, or Marine Engineering.
  • Enrolled (formally enrolled) in an associate degree HVAC program.
  • Enrolled in an HVAC certificate or diploma program from a BOCES, with a minimum of 440 or 900 hours, or *enrolled in an approved certificate or HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college

*PUA only - You must have nine months of permanent competitive, non-competitive, or labor service AND possess a high school diploma or equivalency to be eligible for this option.

Information Technology

The Statewide Targeted Tuition Program for Information Technology provides additional tuition assistance to CSEA-represented NYS employees. Eligible employees can receive up to two extra tuition benefits per program year if they are enrolled in any of the following college programs: 

  • Computer Science 
  • Computer Information Systems
  • Information Technology 
  • Telecommunication
  • Management Information Systems

Nursing

The Statewide Targeted Tuition Program for Nursing provides additional tuition assistance to CSEA-represented NYS employees. Eligible employees can receive up to two extra tuition benefits per program year if enrolled in an RN or LPN program.

Welding

The Statewide Targeted Tuition Program for Welding provides additional tuition assistance to CSEA-represented NYS employees. Eligible employees can receive up to two extra tuition benefits, per fiscal program year, for welding courses.

Commercial Driver's License (CDL) Training

The CDL Statewide Targeted Tuition Program provides assistance to CSEA-represented NYS employees who wish to take CDL training.

CSEA-represented NYS employees (ASU/02, OSU/03, ISU/04, or DMNA/47) receiving a NYS paycheck when applying for this benefit are eligible.

You can receive up to two targeted benefits (vouchers or reimbursements) per program year. One targeted benefit can cover a CDL training course up to $1,220.

In addition to the tuition vouchers or reimbursements, you may also apply for a Certification and Licensing Examination Fee Reimbursement for the knowledge and skills
exam. You may receive up to $350 for an unlimited number of exams taken during the April 1, 2022 - March 31, 2023 program year. You will be reimbursed, whether or not you pass the exam, after submitting the required documentation. Only the exams are covered, not the license itself.
