The Partnership’s Targeted Tuition Benefits Program supports both workforce development for New York State agencies and career advancement for CSEA-represented NYS employees.

The program helps agencies fill high-need positions and provides employees with additional tuition support to prepare for in-demand careers in state service.

There are two Targeted Tuition Benefits options - one that can be accessed by agencies and one that can be accessed by CSEA-represented employees.

Targeted Tuition Benefits 

Agencies can request targeted tuition support to cover the cost of specific training for CSEA-represented NYS employees.

Through labor-management collaboration, agencies can access the Partnership’s network of 140+ education providers that accept Partnership vouchers. The voucher acts as upfront payment for the training, and the Partnership reimburses the education provider directly.

Designed to support workforce development and succession planning, this program helps agencies build a skilled workforce by providing targeted tuition benefits for employees enrolled in training that must be used for one or more of the following:

• Certification and/or licensure requirements
• Educational requirements to take a NYS Civil Service exam
• Educational requirements to complete a traineeship
• Other job-specific skill development

Examples of situations where targeted tuition benefits have been used include earning the six credits of accounting needed to take the Accountant/Auditor Aide Trainee exam; completing the six paralegal studies courses required as a Legal Assistant Trainee; or taking courses needed to earn the Credential for Alcohol and Substance Abuse Counselor, which can result in promotion to Addictions Counselor I.

Statewide Targeted Tuition Benefits

There is a high demand for skilled professionals in certain career fields in NYS. CSEA-represented NYS employees can receive up to $2,500 in additional tuition assistance by enrolling in one of the following training programs:

• Commercial Driver’s License (CDL)
• Heating, Ventilation, and Air Conditioning (HVAC)
• Nursing (LPN and RN programs only)
• Welding

This funding helps employees save money on tuition costs and gain the skills needed to advance their careers in NYS service.
