AVAILABILITY OF COURSES
If the Partnership course that an employee is
interested in taking is not offered in his/her immediate area via the
Skills for Success catalog and there aren’t enough interested
CSEA-represented NYS employees at their worksite to justify bringing
the course on-site, what are the options?
Do both CSEA local presidents and NYS management need to jointly agree
to request an on-site delivery of a Partnership training course?
How are courses and locations for the Partnership’s
Skills for Success courses determined?
ELIGIBILITY TO ATTEND COURSES
If an employee is working in a clerical title (ASU),
is he/she eligible to take a Partnership course specifically tailored
for an operations title (OSU) (e.g., Carpentry Basics)?
The Partnership’s web site and publications say
that Partnership courses are for the exclusive benefit of CSEA-represented
NYS employees. Can co-workers or supervisors who are not represented by
CSEA attend a Partnership course?

What can an employee do if a training topic of interest
is not listed in either the Skills for Success or Resources catalogs?
AVAILABILITY OF COURSES
If the Partnership course

area via the Skills for Success catalog and there aren’t enough
interested CSEA-represented NYS employees at their worksite to justify
bringing the course on-site, what are the options?
Employees can work through their management representatives or CSEA leader to determine if neighboring NYS agencies/facilities have
similar training needs to justify a request that the Partnership schedule
a future Skills
for Success course in the employee’s
area or arrange for an on-site delivery of a course. [Return

Do both CSEA local presidents and NYS management need
to jointly agree to request an on-site delivery of a Partnership training
course?
Yes. All requests for on-site delivery of Partnership courses require
the joint approval of management
representative (e.g., personnel director, training director, facility director
or equivalent) and CSEA local presidents. [Return to Questions]
How are courses and locations for
the Partnership’s Skills for Success courses determined?
The main factors that determine the courses and locations of Skills
for Success courses are: number, job titles and training needs
of CSEA-represented NYS employees located in that particular region
of the State; availability of training space in
the area; recommendations from management representatives and local
CSEA leaders; and most recent holding of the course topic in the area. [Return

If an employee is working in a
clerical title (ASU), is he/she eligible to take a Partnership course specifically

Yes. However, courses are specifically designed around the job-related
responsibilities of CSEA-represented NYS employees working in a specific
bargaining unit. Employees and their supervisors should carefully read

NYS employees. Can co-workers or supervisors who are not represented by
CSEA attend a Partnership course?
Yes. Under certain conditions, employees not represented by CSEA are
eligible to attend Partnership courses. For example, since all Labor-Management
Services courses are specifically designed for both labor and management
representatives, non-CSEA management representatives (e.g., M/C, PEF, and
NYSCOPBA) are eligible to attend. Additionally, Management/Confidential
(M/C) employees working in a transition title supported by the Partnership
are eligible to attend Clerical and Secretarial courses. For worksite
courses, if space permits, non-CSEA NYS employees may be eligible
to attend if approved by management representatives and CSEA local president. [Return

REQUESTS FOR NEW TRAINING TOPICS
What can an employee do if a training topic
of interest is not listed in either the Skills for Success or Resources catalog?
An employee should contact his/her management representative
or CSEA leader and request that he/she contact the Partnership regarding
new course topics. The Partnership is open to developing new course topics
that will help CSEA-represented NYS employees develop new skills or upgrade
