Mission and HistoryMission:Through labor-management cooperation, the NYS & CSEA Partnership for Education and Training provides programs and services for NYS employees and agencies that promote:
History:For nearly three decades, New York State (NYS) and the Civil Service Employees Association (CSEA) have embraced, through collective bargaining, its programs and services for NYS agencies and its CSEA-represented NYS employees. These joint endeavors have proven remarkably successful and, in some instances, have gained various recognitions. NYS and CSEA established the NYS & CSEA Partnership for Education and Training (Partnership) to manage CSEA education and training programs funded through the collective bargaining agreements. The Partnership represents the merger in April 2002 of three organizations: the Clerical and Secretarial Employee Advancement Program (CSEAP); the NYS/CSEA Labor-Management Committees (LMC); and the Labor Education Action Program (LEAP). [Return to Top] Co-Directors Peter Trolio and Jeannine Morell lead the Partnership. A four-member Board of Directors, made up of representatives from the NYS Governor's Office of Employee Relations (GOER) and CSEA, oversees the Partnership's programs and services. Partnership staff works with NYS agencies to bring job skills and professional development training programs to local worksites. Thousands of employees use tuition benefits and advisement services to pursue their educational goals and career ambitions. Labor-management committees at agency worksites work with Partnership staff to learn how to strengthen labor-management relationships and facilitate solutions to difficult problems.
