Welcome to the Online Learning Program offered by the NYS & CSEA Partnership for Education and Training (Partnership). The Partnership is jointly sponsored and administered by the NYS Governor’s Office of Employee Relations (GOER) and the Civil Service Employees Association (CSEA).

We invite CSEA-represented NYS employees to take advantage of the over 2600 SkillSoft courses and two Partnership Labor-Management courses available through this online learning program. To see a listing of courses go to the Online Learning Course Catalog on the Partnership's web site.

Get started by following these easy steps.

  1. Check your eligibility to participate.
  2. Look to see if your agency is participating.
  3. Explore your options if your agency is not participating.
  4. Find courses that can meet your needs.
  5. Apply by completing the online learning application and submit online.

We also invite NYS managers who are not represented by CSEA (such as agency or facility managers, human resources directors, and training directors), and especially those who are labor-management committee co-chairs (management representatives) to take advantage of the Partnership's two Labor-Management courses.
